It's 100% woven cotton, but it has a thick, velvety texture to it. It's a rare quality piece, I'm not sure from which decade, but definitely vintage. Possibly could be a dress if you had bloomers. Being that it's vintage, I would say this is on the smaller 2T size, so might be better to buy at 12-18 months and grow into it if needed (please check measurement photos).
